Development strategies for the Kharkov region

KhNEU scientists are involved in major research projects to create promising development strategies for the Kharkov region.

In 2001-2003, on behalf of the Chairman of the Kharkov Regional State Administration E.P. Kushnarev, a team of scientists from the university, practitioners, and economists of Kharkov in 2001, on the basis of the Research Laboratory of Socio-Economic Problems of Society, developed the Strategy for the Socio-Economic Development of the Kharkov Region until 2010 In 2003, it was presented to the Kharkov Regional Council and the scientific community.

The Strategy was based on a hierarchy of goals: efficient use of natural resource potential → economic development of the region → quality of life of the population. Development options were drawn up and studied, economic and mathematical modeling was carried out based on a large industrial region, such as the Kharkov region. The objects of management were energy production cycles (EPC), clusters of industries and productions, and growth points. Modern tools were used: taxonomic integration method, iterative k-means cluster analysis method, SWOT analysis. To model development options for the region - a modified dynamic Leontiev model.

According to the findings of the study, the investment model for the development of the industrial-agrarian EPC was recognized as the most effective. The strategy contained a set of specific recommendations for stimulating priority industries and sectors of the regional economy, restructuring enterprises, and creating financial and industrial associations.

In 2008, the Development Strategy of the Kharkov region until 2015 was developed.

In 2010, a joint team of representatives of city authorities, practitioners, scientists from KhNUE and the Scientific Research Center of Institute of PR of the National Academy of Sciences of Ukraine created a scientific and practical report “Fundamentals of sustainable development of the Kharkov region until 2020.” .

The research again took an interdisciplinary approach. The social, environmental, and economic factors of the state of society were considered in a comprehensive manner. The report was based on the concept of sustainable development proposed at the UN conference in 1992. The method of identifying and analyzing economic clusters was widely used. Threshold indicators of sustainable development of the region were identified. The “combined innovative scenario for the development of the agricultural processing complex and mechanical engineering” was recognized as the most appropriate to the set goals.

The report formed the basis of the Strategy for Sustainable Development of the Kharkov Region until 2020, adopted by the Regional Rada on December 23, 2010.

The university hosts forums of regional and national importance with international participation.
