Children with disabilities are increasingly being helped by both the state and society. But children grow up, and taking care of them falls only on the shoulders of their parents. And a child with a disability at any age requires 24/7 attention. Aged parents spend all their energy on caring for him, there is no longer left for themselves. As a result, the parents of such children serious health problems occur, emotional burnout, depression. Because they just can't leave the childto see a doctor, to travel on business, or just to relax.

It is difficult even for full families. And often such an adult child only has a mother. She doesn't go to a cafe, a beauty salon, a movie, or a visit. She has no time for herself, for friends and taking care of older relatives, and just for her health. While her friends are already nursing grandchildren, she feeds her adult child, helps him change clothes and take a shower, takes him for walks ... and lowering them “on myself” 10 times a day. And what will happen to their child when the strength finally leaves?

The Peredyshka Plus project has been operating in St. Petersburg since 2016 and provides such parents with the services of host families. These are people who have undergone special training, who, for a minimum remuneration from the GAOORDI (150 rubles per hour), help with care at any time of the day, feed, conduct classes and go for walks. This helps parents to urgently go on business, go to the clinic or just relax. They get some free time, their physical and emotional state improves, the quality of life improves. At the moment, already 27 families with adults with disabilities have received assistance from the Respite Plus project.

The project is run by the St. Petersburg Association of Public Associations of Parents of Disabled Children "GAOORDI". Any St. Petersburg family in which an adult with a disability lives can contact the association and receive assistance free of charge. A host family can take care of an adult from 2 hours to 15 days a year - it can be used in parts or in full (for example, regularly for several hours on weekends, or once for two weeks in a row). Practice shows that this number of days is enough to solve urgent problems or rest. However, parents themselves often do not want to leave their children for a long time. Care is possible at home or on the territory of the host family itself, as well as at the dacha and in the sanatorium.

Under the Respite Plus project, host families are carefully selected. These are physically and mentally healthy people who have successfully passed the interview. All candidates are trained at the host family schoolconducted by the employees of GAOORDI. The course is designed for 72 hours of lessons and includes the basics of caring for people with motor and sensory impairments, autism spectrum disorders, Down syndrome, epilepsy and other developmental disabilities. At the moment, 20 host families have been trained.

What is the money for

Fund "Help is needed" collects money for the work of the "Respite Plus" project. Funds are needed to provide training for potential host parents, pay for their labor, compensation for travel expenses, as well as for the salary of the project coordinator, who has to deal with literally everything - from planning the work of employees, selecting and evaluating families to examining the conditions in which the wards live and checking diaries of host families, compilation of all types of reports and personal files of people with disabilities.

The project of the Peredyshka Plus organization in August received the support of 128 people, who togethermanaged to collect 62 142 rubles, of which 29 941 rubles are small donations.

In August, 27 wards (including one new one) received support from 21 host families. Since most of the wards go on vacation in the summer, and there is less work, the project coordinator also went on vacation.

In the last summer month, "Respite Plus" launched the "Rare but Equal" marathon, the mission of which is to collect care products and supplies for the organization's wards.

Help is near

In August to the project Vasily K. addressed,disabled personthird group. The man offered his help to "Respite Plus". It turned out that he lives in the same area with the 43-year-old ward of the project, Mikhail M., who is being looked after by an old mother. It is already very difficult for a woman to physically help her adult son, who is suffering from Duchenne muscular dystrophy. But the circumstances were very successful: the family liked Vasily and has been working in the project since August, in particular, he gives Mikhail's mother a rest and feels himself needed.

In total, 72 people supported the project in June, 70 of them do it every month. The total amount collected was 22,202 rubles.

In June, there were practically no visits, since the project coordinator went on vacation, and some families spend the summer at their dachas. The rest of the wards are still assisted by 16 host families.

In total, the first month of summer on the project was met by 16 people - everyone is already familiar; twice employees of the GAOORDI visited their families.

Mom can do anything

A. has Duchenne myodystrophy. He loves to spend time at the computer and most of the year lives in the village of Solnechnoye, in a social dacha with an accessible environment. He moves in a wheelchair: not only his legs, but also his hands are no longer very good at listening. His back is bent, and A. himself is very thin, but his haircut is stylish, and also wonderful parents who do an excellent job. But they also need rest, especially mom. She is constantly next to her son, because dad works. The host family of the organization comes to Solnechnoye to stay with the boy and give his mother a break.

It is clear that the child is always more priority than any of his own problems, but it happens that you really need to go on business. We have chosen several places where and with whom you can leave your offspring for a couple of hours, if the "adult" problems are urgent.

A lifesaver - play centers where you can easily identify a child from an hour to eight. In early March, they arrived in their regiment. "Cubes Club" - these are two children's centers at once, and in different parts of the city. Little visitors (from one to nine years old) are welcome here from ten in the morning to nine in the evening. You can leave here for no more than four hours (700 rubles). Otherwise, it will all be like kindergarten.

The main priority is groups of different ages with professional supervision and age-appropriate activities - so that both the student and the two-year-old do not get bored with each other. The staff here is like a selection - beautiful young teachers, smiling and cheerful even in the case of a direct hit on any part of the body of a plastic cube launched by a fidget pupil. And what is also important, no one will lisp with your offspring here. The conversation is always conducted as with an adult, without the exaggerated "hello, malys".

Any child knows that they come to the play center to play. Here this legitimate desire is fully supported. There are several play rooms in the "Cubes". In the most spacious, so-called, noisy room, there is everything for active fidget games: a soft modular constructor that includes not only materials for construction, but also a soft mat, gates and logs for crawling, climbing and walking. All this can be easily transformed into tunnels or a cave, or into a time machine. In another room, there are blocks and construction sets. A child's fantasy plus a teacher who is always ready to help - and the masterpiece is ready.

Young ladies can cook in the wonderful kitchen game. Everything is bubbling and squalling here, just like mom's house. Well, for a snack - spectacles: from the opportunity to sing and dance to "go to the theater." If the kid already knows a little how to play a musical instrument - please, if he is only ready to sing along - the teachers of the center will perform a bunch of their favorite songs, and picking up tambourines, bells and rattles, you can even arrange a whole orchestra.

The "Quiet Room" is a place for intellectual entertainment and creativity: educational toys, materials for modeling, drawing and crafts, and many, many books. By the way, at the "Cubes" studios are also working - drawing, modeling, music and others. Club guests can visit them for free. This is exactly what you rarely see now.

With whom to leave the child? This is the question many parents face when they need to go to work, go to the hospital, or go away on business. It is especially difficult for families in which a child is raised by one parent or if a child with disabilities is growing in the family.

The Reshuffle program was launched at the Otradnoye resource center for family and childhood support and was addressed first to families with children with disabilities. Since recently, the program can be used by all families in difficult life situations. At the moment, the project is being implemented in 29 family and child support centers in different districts of Moscow.

“I am a Parent” met with the head of one of the departments of social support for families and children, Uvarova Svetlana Pavlovna, who shared the first results of the experiment.

Purpose and objectives of the project

The "Respite" program has existed since 2012 and includes groups for short-term stays for children from 9:00 to 13:00 on weekdays. This is not an alternative to either kindergarten or school, since the family social support department is not an educational institution. However, thanks to "Pereshka", parents have the opportunity to leave their child under the supervision of specialists and. If the child has problems with behavior or psychological development, then they are also tried to be solved in groups. In addition, within the framework of the project, moms and dads themselves receive psychological support, and learn to remain attentive parents even in difficult life situations.

Family support specialists admit that it is not true that the parental instinct in people is innate. Sometimes you need to wake him up and explain seemingly simple things: how important it is to hug your child, listen to what worries him, and read a fairy tale at night.

How are the lessons going?

Depending on the situation, within the framework of the program, you can leave the child in the group one or several times, or you can take him there constantly (for example, when the child cannot attend kindergarten or school due to health reasons). Psychologists and teachers will work with him, and they have the following tasks:

  • psychological and social preparation of the child for school;
  • developing and obtaining basic ideas about the world around and about what awaits the child with the beginning of school;
  • creative activities through art therapy and the use of other techniques.

A child's stay in a group begins with communication between specialists and parents to clarify individual characteristics and situations that occurred the day before or occur with the child in general. Then there is exercise, after - classes of a developing plan and group communication. Then creative studios, work with psychologists and speech therapists. An individual schedule is drawn up for each child, in which the time of attending a particular lesson is prescribed.

Here is just an incomplete list of activities that can be assigned to a child:

  • art studio "Renaissance" - painting therapy based on the visual arts;
  • studio "Living Library" - bibliotherapy, where the main task of a specialist is the development of a child through cognition;
  • music therapy - development of the child's psychoemotional sphere through playing the guitar in the Strings of the Soul studio and choral singing in the Rassvet studio;
  • studio "Rhythm" - the development of dance and communication skills in the process of teaching dance;
  • master classes in the "Brownie" studio, when children learn to cook and this leads them to great delight, and at the same time the center's specialists give advice on proper nutrition;
  • sports section "Movement - life", where there is tennis, football, mini-football and physical training;
  • a carpentry and locksmith workshop, where children learn some simple everyday things.

All family professionals have a university degree and an intrinsic motivation to help people. In the course of their work, the specialists of the department improve their professional skills.

Who can participate in the program?

All families who have encountered problems that prevent them from sitting with a child or taking him to kindergarten can participate in the program. In addition, parents of children with disabilities, as well as children with communication and behavioral problems, can take a "respite". Specialists of the department of social support for families help to collect a package of necessary documents and submit it to the department of social protection of the population of the district, where a decision is made about the need of the family to participate in the "Respite" program. After obtaining permission, a contract is concluded and work begins within the framework of an individual plan for the provision of social services for each family in accordance with the set problems.

Difficulties in implementing the program

This is a very important point to help ensure that employees have free time to eat. Its absence raises questions about the employer's conscientiousness. After all, food intake is a natural requirement of the body. And every employee must satisfy her. But, of course, not to the detriment of work. The working day is often long. Or the person stays for overtime. He needs to eat somehow. Lunch break norms in Russia are established by the Labor Code. What does it say? What are the key points employees should pay attention to?

Direct duty

The first important point is that in the Labor Code of the Russian Federation, meal breaks are indicated as mandatory. That is, each employer is obliged to provide its employees during the working day or work shift with a certain period of time for a lunch break. Especially if we are not talking about part-time jobs, but about a full-fledged change. Lack of time for eating is a direct violation of the established by law. You cannot starve your subordinates. Minimum

There are certain guidelines for the length of breaks for rest and lunch. They are also spelled out in the Labor Code. But we are talking exclusively about the maximum and minimum. The exact numbers must be indicated in the employment contract with each employer. It turns out that the length of time allotted for eating is those hour frames that the director has the right to set independently. What is the minimum time for a meal? At least 30 minutes is the minimum required by law in Russia in order to take a meal or just relax. No hard limits

A lunch break is a value that, as already mentioned, has only maximums and minimums legally fixed. The article under study does not have any other specifics in relation to the provision of time for rest or meals. As already mentioned, each employer independently sets the duration of the lunch break. These norms are prescribed in the employment contract. As a rule, in enterprises, all employees are given a break at a specific time (for example, at 12:00). It can be used for both relaxation and dining.

In fact, 30 minutes is too little for a meal. Often, employees do not have time to eat in peace. And 120 minutes is a lot. Therefore, there is an unspoken rule regarding the issue under study. Most employers set a rest break of 1 hour.

Where to rest and dine?

Of course, you should not eat food directly at the workplace. Therefore, it is necessary to clearly designate an area at each enterprise that is intended for rest or lunch. This is completely normal. Most often, such a place is a cafeteria or cafe that is part of a corporation.

It should be noted that the lunch break is carried out exclusively in accordance with the employment contract. This means that the employer must not only allocate, but also indicate in the agreement to be concluded the places set aside for a meal or a break for unpaid legal rest. If there is no such point, employees can eat directly at the workplace or even leave the walls of a particular company to rest or take a break for lunch. Therefore, this feature should not be neglected.

Women with babies

Women who immediately went to work after giving birth require special attention. Article 108 of the Labor Code of the Russian Federation indicates that such employees should be provided not only with a break for eating. Until a certain point, these cadres have every right to count on additional rest. According to the established rules, the lunch break for a woman who has children under the age of 1.5 years must last in accordance with the established internal rules of the corporation. But in addition, it can be calculated for periods for feeding the baby.

They also have their limitations. The maximum is set by the employer (usually by agreement of the parties). And the minimum is 30 minutes. That is, a woman with a small child can be interrupted to feed the baby for at least half an hour additionally, not at the expense of her own meal or rest.

How often should the baby be provided? At least once every 3 hours. In fact, it is recommended to coordinate this moment with the employer - all children are different. Someone wants to eat in 2 hours, someone can tolerate 4-5. Therefore, these features are discussed in advance by the parties. The lunch break due to the need to feed a child under 1.5 years old should not be changed.

Wherever I want - there I will go

The time allotted for eating, as already mentioned, is not paid. It is not included in the working day. Accordingly, the Labor Code provides for some features that give freedom of action to personnel during a meal. The point is that breaks for rest and meals are personal minutes (or hours) of an employee. He has the right to use them at his own discretion. For example, go home for lunch, go shopping, meet friends. The main thing is to comply with the restrictions on the duration. The employer cannot prohibit the employee from this action. If the subordinate wants, he can go to the store or cafe for food during the lunch break. After all, the restriction by superiors in actions during periods that are not paid is a violation of human rights.

Rest outside the company

Lunch break is not necessarily the time at which meals are taken. The fact is that since these intervals are not paid, the Labor Code of the Russian Federation provides for the free use of these intervals by employees. They can not only eat, but also rest. Moreover, no one has the right to force a subordinate to remain within the company. Rest or lunch breaks are the personal time of every citizen. And he has the right to dispose of it as he wishes.

The only thing, the subordinate must take into account the following point: if during the established lunch break the meal was not taken, there will be no additional meal break. The employer, at his discretion, can make an indulgence to the employee, but this is extremely rare. You should not rely on it.

Changing breaks

Another important point is that the lunch break is a clearly fixed internal schedule for a period of time. It must be established and approved by the employer. It is important. Some are interested in whether it is possible to independently postpone lunchtime to this or that hour. The simple answer is no. You can try to negotiate with the employer, but no more. On an ongoing basis, no one will postpone the time allotted for rest and eating for a particular employee. Breaks cannot be rescheduled on their own initiative. Therefore, if the employer offers lunch from 12:00 to 13:00, for example, then it is necessary to eat during this period of time. After all, no more breaks will be provided.

Transport work

Often, employees have to work in transport or are constantly absent from the main workplace in order to fulfill their official duties in full. That is, people have peculiarities of their work schedule. How to deal with lunch breaks in this situation? The employer must issue a special decree, which will prescribe all the nuances of the time given to employees working in transport or on constant travels for lunch and rest. Such documentation is called the provision on the provision of a break for personnel with the peculiarities of the working regime.

It is not uncommon for workers to set aside time for lunch on their own without notifying the employer. That is, until, for example, they get to the meeting place. According to the established rules, this cannot be done. But the unspoken norms provide for such a step. But this does not exempt only the employer from providing an official break for eating. He still, without fail, must allocate a certain interval for lunch. Otherwise, subordinates may legally complain about him.

Summarizing

What conclusions can be drawn from all of the above? Lunch break is a legal time that must be allocated by the employer for rest and meals to all employees. Its minimum duration is 30 minutes, the maximum is 120. In fact, it is practiced to establish an hour-long lunch break.

The studied period of time is allocated by the employer in accordance with the employment contract and the internal regulations of the enterprise. Only the boss can transfer it. Employees arbitrarily have no right to change the time of rest and lunch. It's illegal. Women with small children may require extra breastfeeding breaks. Not the most common practice, but it does take place. The employer cannot refuse this. The lunch break should not be reduced. It is provided to female employees on the same terms as all other subordinates.

Each subordinate has the right to freely dispose of the time allotted for rest or lunch. You should pay attention to the fact that you can leave the walls of the company. Nobody can limit the employee in this regard. After all, the employer does not pay for rest periods and meals. This means that subordinates cannot claim personal time for rest.

To give at least a little rest to parents of adult children with disabilities and to keep as many families as possible is the goal of the Respite Plus project. The Association of Public Associations of Parents of Disabled Children (GAOORDI) launched this program in April 2016. Now the program involves 20 "special" families, as well as 14 families who are ready to help parents of disabled people to free up time for their needs - for several hours or even days, and take care of their children.

The peculiarity of this project is that it affects families in which children with disabilities have already grown up. This is an innovation for Russia. There are many variations on the "respite" theme, but they are all aimed at helping parents of underage children. And parents of adults with disabilities completely drop out of the information and charitable space, although after the onset of the child's 18th birthday, their needs remain the same. In developing our program, we relied on the experience of colleagues from the St. Petersburg organization "Partnership for Every Child", which already provides similar services. Respite Plus is a successor project for the children's respite.

That is, families in which children have reached the age of 18 are moving into your project?

Some yes. But at the moment there is no unified system of "exchange" of families between GAOORDI and "Partnership for every child", since our project is still very young and we do not have sufficient funds and resources for this. So far, we provide services only to the most difficult children with group I disabilities, often with multiple disabilities. There is also a shortage in host families.

What is it connected with?

It is important for us to understand what motives a person is guided by when he comes to a project. Of course, he gets paid for his work, but we constantly explain: "Respite Plus" is not an analogue of a nurse's service and not just a way to earn money. Our wards must be confident in their helpers and know that they are leaving the child with trained and properly motivated people.

When choosing a family, we always ask parents if they have acquaintances who are ready to provide a "respite" service, and often such people are. It is more comfortable for a family to entrust the child to a familiar person. It remains for us to educate and prepare such people. Now, until the service has taken on a global character, the most effective channels for finding host families are word of mouth, mass media, social networks and our website, where anyone who finds the strength and desire to help can fill out a host family questionnaire and we'll look at it.


What preparation does a host family go through before starting work?

To begin with, we conduct a detailed interview, during which we ask the candidate about his biography, family composition, motives that prompted him to offer his help. Thanks to such a complex selection system, there are no random people in our project, and we can be fairly confident in each host family.

After successfully passing the interview, the family begins their studies at the Host Family School. The school runs nine classes in various thematic blocks on developmental disabilities and the problems that a host family may face. Thematic blocks are as follows: autism, motor, sensory, various multiple disorders and, of course, the rules of caring for bedridden patients. The course is compulsory for everyone, regardless of education (both doctors and teachers come to the project). Our program provides basic practical skills, and everyone who took it noted that it was helpful.


How often can the family use the respite service?

The families with whom we have entered into a contract have 360 \u200b\u200bhours of "respite" per year, and they can use them as they please. Mothers get the opportunity to go to a store or clinic without haste, to relax. If a situation arises when a parent has to leave for several days, we try to find a host family for the entire period of absence, up to 15 days. However, more often than not, our families are very careful about their watches and try to distribute them evenly over the year.

How is the project funded?

The program is currently funded from various sources, which, unfortunately, do not cover all costs. We are constantly looking for new sources of funds, launched a crowdfunding project on the Planeta.ru platform. GAOORDI is preparing to enter the register of social service providers. However, the paradoxical difficulty with Respiratory Plus is that we provide assistance to adults, and there is no such service on the list. Therefore, we "collect" it from various household services, and this requires a lot of ingenuity. We hope that the project will develop, as we are confident that the rest that the family gets from taking part in the "Peredyshka" is an alternative to placing disabled people in boarding schools.
