Payments to depositors of Tsentrkombank and VPB will begin no later than October 10The Central Bank revoked the licenses of these credit institutions from September 26. For the fastest payment of compensations to them on deposits, the DIA intends to use agent banks.

Since September 26, the Bank of Russia has revoked the license from the Military Industrial Bank, which ranked 89th in the Russian banking system in terms of assets, as well as from the small Tsentrkombank (206th place). The Deposit Insurance Agency (DIA) has already announced that payments to the clients of these banks will begin no later than October 10.

"The sum of deposits of the population and funds of individual entrepreneurs in these two banks as of September 1 amounted to 36.8 billion rubles. DIA payments may amount to about 33.1 billion rubles, "said Maksim Osadchiy.

Three blows to the ASV

The Military Industrial Bank became the third bank from the TOP-100, whose license was revoked by the Central Bank within a week. Last Monday, the Central Bank also revoked Rosinterbank and Finprombank's licenses.

Rosinterbank, which ranked 68th, held funds from the population and individual entrepreneurs in the amount of 55 billion rubles. Finprombank, which ranked 94th, - by another 12.9 billion rubles.

The amount of insurance payments in these two banks, according to Osadchy's estimates, may amount to 61.1 billion rubles.

The Deposit Insurance Agency, according to the Deputy Minister of Finance of the Russian Federation Alexei Moiseyev, plans to consider increasing the credit limit at the next meeting of the Supervisory Board. Funds are needed, including for payments to depositors of shaken banks. Now the total limit of the loan agreed with the Central Bank is 600 billion rubles.

Defense VPB

The Central Bank, according to RIA Novosti sources, demanded that the VPB supplement reserves in the amount of more than 6 billion rubles, and in early September introduced a prescription restricting the bank to attract funds from individuals and transfer funds from clients. VPB decided not to give up without a fight - the bank's management appealed to the court and the Prosecutor General's Office with a request to suspend the order.

The Bank of Russia revoked the license of the Moscow Military-Industrial BankMoscow Military Industrial Bank is a member of the deposit insurance system. The organization, according to RIA Rating, ranked 89th in the Russian banking system in the first half of the year.

As follows from the appeal to the Prosecutor General's Office, which was at the disposal of RIA Novosti, the grounds for the introduction of the order, according to the applicant, were the "assumptions of the Central Bank" that additional formation of the reserve in the appropriate volume would lead to a violation of the mandatory standards.

The bank drew the attention of the Prosecutor General's Office to the fact that it complied with the order to add reserves to the amount of more than 6 billion rubles, but at the same time did not violate the mandatory standards. VPB submitted a report on the implementation of this part of the order to the regulator on September 5. Therefore, according to the bank, the Central Bank did not have grounds for introducing a prescription for additional reserves, and the bank does not pose a threat to creditors and depositors.

At the same time, the order limited the transfer of customer funds to the amount of 6.3 billion rubles per month. This, as the bank pointed out at the time, "almost completely stops its activities" and "will entail the bank's failure to perform payments on behalf of customers", as well as "irreversible negative consequences for the bank in terms of financial losses and reputation and, thus, will cause artificially caused by the regulator bank bankruptcy ".

On September 16, the Bank of Russia entrusted the DIA with the functions of an interim administration for managing the VPB. A week and a half later, the regulator wrote in a press release that "a proper assessment of credit risk and an objective reflection of the value of assets in the financial statements of a credit institution led to a complete loss of its own funds (capital)."

The Central Bank also said that the interim administration faced "significant difficulties in its work due to the actions of the bank's management, which did not ensure the transfer of documents of title to the assets of the credit institution."

The agency clarifies that the register of VPB's liabilities was formed by the temporary administration in the absence of an automated banking system and bank documentation: they were not transferred by the former management of the bank. “In addition, the bank revealed signs of fraudulent activities with deposits and accounts, as a result of which, in the period from January to August 2016, in the bank's head office, from more than 5 thousand accounts (including those opened in additional offices) without the knowledge of depositors could to be written off about 6.2 billion rubles, - indicate in the DIA. “In this regard, the size of part of the deposits in the register may be significantly underestimated in relation to the actual size of the bank's liabilities.”

The DIA has begun considering applications from depositors who disagree with the amount of insurance compensation on various grounds, the agency said on Wednesday. To date, agent banks have accepted more than 5,000 such applications with copies of documents confirming the deposition of funds.

In order to establish the fictitiousness of expenditure transactions on accounts from which unauthorized debits could have been made by the Military-Industrial Bank, the agency invites depositors to personally contact the temporary administration of VPB and fill out a special form for written confirmation that they have not withdrawn funds from the cash desk of the bank's head office. Investors will be notified of the need, as well as the place and time of issuing such a document by sending SMS to the phones indicated in the statement of disagreement. Since September 26, the Bank of Russia has revoked the license of the Moscow-based Military Industrial Bank (VPB). According to the reporting data, in terms of assets as of September 1, VPB ranked 89th in terms of assets in the country's banking system. It attracted 30.6 billion rubles. funds of the population, as of August 1. The bank's beneficiaries comprise 28 individuals, it follows from the materials of the Military-Industrial Bank, in fact it is controlled by the chairman of the board of directors Yuri Koltok, the bank's counterparty told Vedomosti. Koltok himself denied this.

With the unsatisfactory quality of assets, the bank did not adequately assess the risks taken in this regard, the press service of the regulator explains. “A proper assessment of credit risk and an objective reflection of the value of assets in the financial statements of a credit institution led to a complete loss of its own funds (capital),” the statement on the Central Bank's website says. VPB did not comply with the requirements of laws in the field of combating money laundering and terrorism financing in terms of timely submission of information to the authorized body.

On September 16, the Central Bank published an order on the introduction of a temporary administration in the VPB due to the threat to the interests of creditors and depositors. These functions were assigned to the Deposit Insurance Agency (DIA) for six months. The main task of the administration was to study the financial situation of the bank. The provisional administration represented by the DIA "faced significant difficulties in its work due to the actions of the bank's management, which did not ensure the transfer of documents of title to the assets of the credit institution," explained 26 from September. also a regulator. Taking into account all of the above, the bank's reorganization with the involvement of the DIA was not possible, the Central Bank added.

At the end of August, after the last check, the Central Bank ordered VPB to create additional reserves for 6 billion rubles, mainly loans to technical companies, two counterparties of VPB told Vedomosti. According to them, this has seriously shaken the financial position of the bank. Some of the reserves were loans to tech companies, they pointed out. Koltok confirmed to Vedomosti that the bank had received an order to complete provisions for more than 6 billion rubles. These are reserves for loans issued for investment projects: factories in Cheboksary and the Kaluga region, construction of economy-class housing for military personnel, Koltok said. From his words, it follows that the bank had to create a 50% reserve for almost half of the loan portfolio. The bank increased its capital in August to RUB 12 billion. due to the restoration of reserves and an additional issue, but due to the Central Bank's instructions by September, the capital was reduced to 5.8 billion rubles: "At the same time, we did not violate any standard, in order to violate the standards, our capital must be 5.3 billion."

In early September it became known. that the VPB asked the Prosecutor General's Office to check the legality of the regulator's order to add reserves, and to suspend bans and restrictions on operations for the duration of the inspection. The source of Vedomosti also said that the Military-Industrial Bank had liquidity problems, as it faced an outflow of client funds. In addition, by August, all the funds from it were taken by the Central Bank and counterparties on the interbank market, although at the beginning of the year they held almost 10 billion rubles there, it follows from the reporting.
