The Department of Public Relations of the State Corporation "Deposit Insurance Agency" (DIA) informs that 23 August 2017 payments of insurance compensation to depositors of the credit institution BANK “RESERVE” (JSC) (Chelyabinsk) begin. The official message on the place, time, form and procedure for receiving applications for insurance compensation is posted on the DIA website (section "Deposit Insurance / Insured Events"), and is also published on August 25, 2017 in the newspaper "Komsomolskaya Pravda in Chelyabinsk".
Acceptance of applications for the payment of compensation for deposits and other necessary documents, as well as payment of compensation are carried out through JSC "Rosselkhozbank"and PJSC Bank FC Otkritieacting on behalf of the DIA and at its expense as agent banks, from 23 August 2017to 23 August 2018. From August 24, 2018, the acceptance of applications, other necessary documents and the payment of compensation will be carried out either through agent banks or the DIA independently, which will be announced additionally.
Each of the agent banks is authorized to pay reimbursement only to a specific group of depositors. The distribution among agent banks of RESERVE BANK (JSC) depositors was carried out depending on the depositor's place of residence. The distribution of the depositors of the BANK "RESERVE" (JSC) was carried out on the basis of information about the address of the place of residence, submitted by them to the bank when opening a deposit (account).

Having thus determined his agent bank, the depositor can apply for the payment of compensation to any of his divisions indicated on the Agency's official website on the Internet.

The State Corporation "Deposit Insurance Agency" (hereinafter referred to as the Agency) informs about the occurrence of an insured event on August 9, 2017 in relation to the credit institution BANK OF SOCIAL DEVELOPMENT "RESERVE" (JOINT STOCK COMPANY) (hereinafter referred to as BANK "RESERVE" (JSC)), Chelyabinsk, registration number under the Book of State Registration of Credit Institutions 2364, in connection with the revocation of its banking license on the basis of the order of the Bank of Russia dated August 9, 2017 No. OD-2240.
In accordance with the Federal Law of December 23, 2003 No. 177-FZ "On insurance of deposits of individuals in banks of the Russian Federation" (hereinafter referred to as the Federal Law), depositors of RESERVE BANK (JSC), including those who have opened deposits with the bank (accounts ) for carrying out entrepreneurial activities, have the right to receive compensation for deposits (hereinafter - compensation). The obligation to pay compensation is imposed by the said Federal Law on the Agency performing the functions of the insurer.
Compensation is paid to the depositor in the amount 100 percent of the sum of all his deposits (accounts) in the bank, including those opened for entrepreneurial activity, as of the date of the insured event, including interest, but in aggregate no more than 1.4 million rubles.Interest is calculated on the date of occurrence of the insured event based on the terms of each specific bank deposit (account) agreement.
For a bank deposit (account) in foreign currency, the compensation is calculated in rubles at the exchange rate of the Bank of Russia as of August 9, 2017.
If there are counter claims of the bank to the depositor, then when calculating the compensation, their amount is deducted from the amount of deposits (accounts), while the repayment of these claims does not occur.
The amounts of deposits for which compensation was not paid will be repaid in the course of bankruptcy proceedings (liquidation) in relation to the bank as part of the first stage of creditors (for deposits (accounts) opened for entrepreneurial activity - as part of the third stage).
Acceptance of applications for the payment of compensation for deposits and for the inclusion of the bank's obligations in the register of creditors' claims (hereinafter referred to as applications for payment of compensation) and other necessary documents, as well as payment of compensation will be carried out with 23 Aug 2017 until August 23, 2018 through JSC Rosselkhozbank and PJSC Bank FC Otkritie, acting on behalf of the Agency and at its expense as agent banks. From August 24, 2018, the acceptance of applications for payment of compensation, other necessary documents and payment of compensation will be carried out either through agent banks or by the Agency itself, which will be announced additionally.

In accordance with the Federal Law, the payment of compensation is carried out before the date of completion of the bankruptcy proceedings (liquidation) in relation to the bank. If the depositor (his heir) misses the deadline for applying for the payment of compensation, the deadline, upon the application of the depositor (his heir), may be restored in the presence of the circumstances specified in Part 2 of Article 10 of the Federal Law.

Depositors of RESERVE BANK (JSC) can receive a refund on deposits (accounts) opened not for entrepreneurial activity, both in cash and by transferring funds to an account with a bank that is a member of the mandatory deposit insurance system specified by the depositor.
Payment of compensation for deposits (accounts) opened for entrepreneurial activity is made only by transferring the amount of compensation to the account specified by the depositor in a bank that is a member of the compulsory deposit insurance system, opened for entrepreneurial activities. If at the time of payment of compensation, an individual entrepreneur is declared insolvent (bankrupt), such payment is made by transferring the amount of compensation to the debtor's account used in the course of bankruptcy proceedings. In this case, the application for payment of compensation must be accompanied by a certificate (or other document) issued by the bankruptcy administrator or by the court that made a decision on declaring the depositor bankrupt (if the bankruptcy administrator has not been appointed), stating that the specified account is the debtor's account (the main account of the debtor) used in the course of bankruptcy proceedings opened against the depositor, or the debtor's current account opened on his behalf by the bankruptcy administrator, or the court's deposit account. If, at the time of payment of compensation, an individual entrepreneur has lost his status, payment of compensation is made both in cash and by transferring funds to the bank account specified by the depositor. In this case, a document confirming the state registration of the fact of loss of the status of an individual entrepreneur must be attached to the application for the payment of compensation.
To receive compensation, the depositor submits to the agent bank only a passport (identity document), and also fills out an application for payment of compensation in the prescribed form. Application forms can be obtained and filled out in the branches of agent banks or copied from the Agency's official website on the Internet (, section "Deposit Insurance / Forms of Documents").

Depositors of the BANK "RESERVE" (JSC), residing outside the settlements where the branches of agent banks are located, paying compensation,can also send an application for payment of compensation by mail to the Agency at the address: 109240, Moscow, st. Vysotsky, 4. In this case, the payment of compensation will be made by bank transfer by transferring to an account with a bank participating in the compulsory deposit insurance system specified by the depositor in the application for payment of compensation, or in cash by postal order at the depositor's place of residence (except compensation for deposits (accounts) opened for entrepreneurial activity). The signature on the application sent by mail (if the amount of compensation is over 3,000 rubles) must be notarized. In the absence of a notary in the settlement, the authenticity of the depositor's signature on the application may be evidenced by the head of the local administration or a specially authorized official of the local government. When sending it by mail, the application must also include a copy of the depositor's identity document.
INdepositorandwho, after payment of compensation, remain unpaid part of the bank's liabilities on bankingcontributions (accounts) , can receive it in the course of bankruptcy proceedings (liquidation) in relation to the bank, subject to the presentation of their claims to the BANK "RESERVE" (JSC). To do this, the depositor must fill out the appropriate section in the application for the payment of compensation when contacting the division of the agent bank. The registration of such claims is carried out by the divisions of agent banks that pay compensation from August 23, 2017.
IN in case of disagreement related to the sizepayablecompensation, or the absence of data on the depositor in the register of obligations of the BANK "RESERVE" (JSC) to depositors, the depositor can submit a statement of disagreement with the amount of compensation and submit it to the agent banks for transfer to the Agency, or independently send such a statement by mail to the Agency with the attachment additional documents confirming the validity of the depositor's claims: bank deposit agreement (accounts), cash receipt order, etc.
