Andrey Trukhan: Vladimir Putin spent the past week very intensively - on a big tour of the Far East (Russian and non-Russian east), made several bright statements on various topics. Here is his trip to the Far East, his words and, perhaps, the actions that he managed to accomplish, we will discuss today with our guests.

Valeria, tell us about your impressions.

Valeria Fedorenko: Vladimir Putin arrived today, and around him is a very narrow pool of Moscow journalist colleagues. Vladivostok journalists are not allowed near him. And we understand that you don't even have to try.

Andrey Trukhan: And why?

Valeria Fedorenko: Well, we are trying to go to all the events at which Vladimir Vladimirovich is present, but unfortunately we cannot. Moreover, even photographers accredited to the State Council were transferred at the last moment to a separate room, where they had to watch the broadcast, and accordingly photograph it. Well, this is very funny.

On the 5th, Putin attended the BRICS summit. And almost immediately went to Russky Island - this is part of Vladivostok, on which the campus of the Far Eastern Federal University is located. The campus hosts all major events such as the APEC Summit in 2012, the Third Eastern Economic Forum, major international and Russian events.

Putin met with the South Korean president, with the vice president of the State Council of the People's Republic of China, and with representatives of the business community. Putin even met with the governor of Primorsky Krai. Unfortunately, we do not have information about everything.

Andrey Trukhan: And did Putin communicate with the people?

Valeria Fedorenko: He did not communicate with the people, and thank God. Because the transport arteries in Vladivostok are still not all right. Vladimir Vladimirovich did not move on the ground, but through the air - he boarded a helicopter and flew to Russky Island. That is, the city is not worth a stake as before. Vladimir Vladimirovich has not met with the people, but he still has tomorrow.

Andrey Trukhan: And are such visits of Vladimir Putin and the events in which he participates in your city interesting, important for residents? Or are you already used to it?

Valeria Fedorenko: Of course, this is important. We are, as they say, a remote province by the sea. Living with us is good, but not quite. And of course, everyone wants to be paid more attention to us. But recently - with the introduction of special economic zones, the Free Port of Vladivostok, territories of advanced development throughout the Far East - we feel some attention to ourselves. But this attention is not to mere mortals, that is, not to those who walk the earth, receive a pension of 15 thousand rubles at best, but to medium and large businesses, to people who already have money.

Yes, mere mortals would find it very interesting to talk to Vladimir Vladimirovich. We even have one local site came up with a cool idea - to make a route for the president through Vladivostok. And what has not been written there! .. They take him to the embankment to watch the sunset. Well, they do not bring them together, but they bring them, because the paving stones there have been collapsed. People write and offer their own stories. People are constantly turning to Putin.

We have unfinished construction at 26 Kiparisovaya Street. In general, people bought apartments, equity construction, defrauded equity holders - not a very good story. And on this long-term construction it is written: "SOS, Putin". Even last year, before the last forum, when Putin came, it was written: "SOS, Putin." But someone gave the order - and "SOS" was corrected to "805", and the name "Putin" was painted over with a white rectangle.

Andrey Trukhan: Well, it's also somehow creative ...

Valeria Fedorenko: Yes, it's also very cool. Of course, the people want to attract the president's attention, because there are a lot of unresolved problems in the region.

Andrey Trukhan: I appeal to Boris Reznik, a journalist, a person who has been connected with the Far East for almost 50 years. In 69, he wrote about the events in Damansky.

Boris Lvovich, Vladimir Putin's trips, the forums that are often held in the 21st century - does this play an important role for the region, develops it, somehow changes life? How do you see it?

Boris Reznik: Probably, there is nothing equal to the Far East, not only in our Fatherland, but also in the world - such a colossal resource base, such opportunities to develop nearby markets, access to the seas, and so on. That is, if everything is done according to intelligence and science, the Far East can be made a world pearl. There were many attempts to raise the Far East, to attract the attention of not only the inhabitants of our Fatherland, but also neighboring countries to it. But, unfortunately, there is no deep, powerful return yet.

Personally, I am encouraged every time by the fact that quite representative delegations gather: what if they come to an agreement, and what if they do something. But I am discouraged by the chatter that goes on these forums, empty, not supported by anything. Now they again declare that applications for 2.4 trillion rubles have been received, for 1 trillion 200 billion, fantastic facilities will be built.

Shuvalov announced that a road-rail bridge would be built from Sakhalin to the Japanese island of Hokkaido. But this bridge was already declared several years ago. The bridge was supposed to connect the Russian mainland with Sakhalin Island. The price was indicated, more than 400 kilometers of road, either a bridge crossing, or a tunnel should have been under water. But then there was no money, and this idea was practically closed.

What does it mean to build a bridge on Hokkaido? This means that it is necessary to build a road that will connect the Russian mainland with Sakhalin. As far as I know, we have no money for this yet. Then why build? And what to carry? If we had other relations with Japan today, and it would be a transit from Southeast Asia, say, through Russia to all other countries, this is one approach. Then, probably, it would be necessary to do some calculations. The Japanese could also be captivated by this idea.

Here is a bridge in the region of Blagoveshchensk with China across the Amur. The question arises: what should be transported over this bridge? After all, we have a border of about 1,300 kilometers. Cupid freezes. Practically 4.5-5 months you can carry any goods throughout the entire length and without bridges. What do they carry there? They don't carry anything. At the beginning of "perestroika" we transported building materials and equipment to China - cars came in a continuous stream. And they walked back empty. They only brought money from China. The city of Heihe appeared on the adjacent bank of the Amur. Awesome city! Skyscrapers, a colossal number of unique buildings, structures and so on were created on the site of the village. And with us - alas and ah. And this bridge from year to year is translated into plans, its price is indicated.

The only thing that, in my opinion, is now being done there - Rosneft is building a superyard together with South Korea. There was a Zvezda plant in the Primorsky Territory. And now oil tankers with a displacement of up to 360 thousand tons will be created there. We have never produced such vessels. The largest - about 180 thousand tons, and then one warship was made. And these unique oil tankers will be built there. Real work is being done there, real money has been invested, which flows in a stream.

Andrey Trukhan: Konstantin Natanovich, what did you see meaningful in Vladimir Putin's trip to the Far East? Or on previous trips? What is changing for Russia after his loud statements or some decisions?

Konstantin Borovoy: What needs to be paid attention to the Far East is the Soviet approach. Nobody asks Elon Musk to pay attention to the desert or Las Vegas. Entrepreneurs are developing some areas, investing money, starting new projects. When the state starts to deal with giant projects - bridges, "East Davos", then it turns out the way it turns out.

Today we are witnessing a not very good direction in Russia's development. Essentially, the regions are to some extent left on their own. The main topic of discussions at the visiting session of the State Council was about money.

Andrey Trukhan: But there is no money.

Konstantin Borovoy: Yes. But Vladimir Vladimirovich would say like Medvedev: "There is no money, but you hold on!" - he cannot and does not want to. And he begins to distribute not money, but kicks to those who allegedly do not give money - to ministries, departments. They whisper in his ear: "So there is no money, Vladimir Vladimirovich!" And he becomes even more infuriated and begins to say: "They forgot to include the Far East in both this program and this program."

Vyacheslav Shport, the Khabarovsk governor, suggested not to allocate money through projects and directions, but to heap everything together and give it to him. Here's a simple move, a simple solution. Because for the money that is allocated for projects, you have to struggle for a long time, prove, and then also report. And then they piled it in one heap - and gave it to Vyacheslav.

Or even better - to create the Ministry of Development of the Far East. Well, Soviet, full-fledged idea. And what this ministry will do, besides spending funds, it is clear that it will not do anything. They will steal the money, as always.

The stake on the development of the Far East by Soviet, centralized state methods is initially a losing one. And a huge amount of contradictions. "It is necessary to attract money," says Putin, "to develop projects." And then everyone says that there are not enough workers, jobs. A controversial task. They promise to create 97 thousand new jobs. And who will take these jobs? Apparently, the neighbors are Chinese. This is all very sad.

And the saddest thing, of course, is that the country is beginning to creep apart, and it can be seen that autonomization is taking place. It is clear that this was a consolidating visit, he carried such a goal - a pre-election one, to show that everything is manageable, everything is under our master's gaze. But in fact, both the impression and the state of affairs are such that the region is gradually left to itself. This means that communication with the center is lost. Well, this is natural - destroyed, so to speak, the structure of power, which was called the "vertical of power", when the center was distributing resources to the regions.

And now there is not much to distribute, and there are many reasons for that. The main reason is, of course, retarded economic development. And this is due to the fact that the business is not developing. And all the calls to invest in the Far East ... Eastern and Western investors will not go until they have an opportunity to invest money, develop, and operate their own business. You can cheat. And what they were doing was a simple deception.

Andrey Trukhan: You so characterize the forum?

Konstantin Borovoy: Yes, East Davos: we develop business, we attract. But in fact, nevertheless, this is a very sad sight ... In general, now everything in Russia is rather complicated. And in the Far East it is much more difficult. It is not for nothing that your correspondent said that Putin meets only with big businessmen. And the rest are not - they are crushed, strangled. And without them there will be no budget, no economic development. The Far East exactly repeats the scheme that exists in the center - this is the nationalization of the economy, the concentration of resources from the state and the exclusion of citizens' initiative. This is how the economy does not develop.

Andrey Trukhan: Vladimir Putin said in his speech that it is not possible to reverse the trend of population outflow from the Far East. Although the numbers are not so large, the Far East still loses 0.3 percent annually.

Boris Lvovich, why do you think people leave? And can anything be changed?

Boris Reznik: First of all, I would like to object to Konstantin Borovoy. The fact is that despite all the imperfections of our budget, money is still being given to the Far East, and the money is quite serious. Let us recall at least the Vostochny cosmodrome, how much money was stolen there, unfortunately. It would have already been possible to build, probably, two spaceports. There is a global, systemic, shameless, impudent theft.

I'll give you one example. When I was a deputy, we knocked out money for a colossal social project. We had about 600 orphans who left the orphanages, and they had nowhere to live, they were not given an apartment. And allocated a billion rubles. This money was enough for 546 apartments. Ribbons were cut, including Vyacheslav Ivanovich Shport. Built about 200 apartments. There’s not a penny of money - all the money was stolen. I wrote to the attorney general. A criminal case was initiated. Criminalized the Minister of Construction. He takes the next one. After a month and a half, the next one steals, he is prosecuted. And in a year and a half, five construction ministers at one facility - at orphaned houses - stole wild money.

And then what to do with such a government ?! Fingers on two hands are not enough to count how many ministers were brought to justice during the time of Sport. And he is gaining them all. People are completely far from production, some kind of sidekick from Komsomolsk-on-Amur and so on. The problem is theft. The money that is allocated today, which must be spent on resolving social issues, infrastructure development issues (after all, this is the state’s concern), all this goes into official pockets.

As for the outflow of personnel. This process has now really slowed down. Already people do not flee, as in former times, from the Far East. They say that 100 thousand applications for the notorious "Far Eastern hectare", that everyone will rush to cultivate the land, will come from the Black Earth region and from other regions of the country. Well, there is more tremendous optimism than truth. In fact, these lands are not very suitable for farming. These are acidic lands, they must be calcified, fertilizers must be applied, and this is a very long process. And all this, of course, affects the cost of production. And beyond the river - China, which supplies vegetable products at lower prices. Therefore, the competitiveness of the owners of these "hectares" is a big question.

Andrey Trukhan: Are all the lands so bad? Or emit inappropriate?

Boris Reznik: There are certain restrictions. Throughout the Far East - copses. And today I read ridiculous information on the Internet that 200 kilograms of honey were collected on the allocated hectares. And my friend, who resigned and is engaged in beekeeping today, he alone pumped 7 tons of honey. And on all hectares they extracted 200 kilograms of honey, and this is such a laudable note.

And what can attract people? I myself went to Daman events in the year 69 and stayed there, indeed, I lived in the Far East for more than 50 years. Why? Besides the fact that I really liked it there - it’s amazing land, amazing people, but I, as a young journalist, began to receive 60 percent more than in Moscow. I paid 3.60 travel expenses. I immediately got an apartment. These are the incentives that a person can fix there. In the West, it’s more difficult to get this whole thing.

Andrey Trukhan: And now there are no such incentives in the Far East?

Boris Reznik: Relative to. Trying to do something. In youth complexes, you can buy 16 thousand per square meter housing by installments. A child is born - in my opinion, 10 percent is removed from this amount. But these are some minor measures that do not solve the problem. There must be very serious organizational and economic measures, and political will. And of course, special control over the spending of funds.

Andrey Trukhan: As far as I understand, none of this exists. And there is no hope that under the current government something will change for the better in this direction? Or I'm wrong?

Boris Reznik: No, you are not mistaken. What has developed in the Khabarovsk Territory today is a parody of power: a rogue on a swindler and a swindler chases. I speak absolutely responsibly, not being afraid that I will be brought to justice. Ready to prove with documents. Absolutely wild amount of abuse. People come to snatch and flee.

Andrey Trukhan: We talked about the Far East as a Russian region. But Vladimir Putin arrived there with other tasks. Foreign policy plays a big role in his Far Eastern tour. He returned from China, where some ideas were voiced. He made a loud statement about nuclear tests in North Korea.

Konstantin Natanovich, Vladimir Putin uttered big words, said that he condemns the DPRK nuclear program, that this is a violation of all international laws, something needs to be done. But at the same time, he spoke out against the pressure offered by the United States and Western countries as a whole. And what does Russia offer? How can it affect North Korea’s nuclear program? After all, neither the carrot nor the carrot work in this case, in my opinion.

Konstantin Borovoy: Russia's position on this issue is twofold. On the one hand, it is clear that it was necessary to support the Western coalition, the coalition that includes Japan, South Korea, and, partially, China. On the other hand, we know that North Koreans didn’t take nuclear technology from the air, but they delivered rocket engines from Russia.

Andrey Trukhan: And Ukraine, as some say.

Konstantin Borovoy: They also claim that it was not the Buk that shot down the Boeing. Mikhail says this quite often that a Ukrainian plane shot him down.

It seems that the goal of Russia in this region is to maintain tension, an attempt to enter into the dialogue of the world community on this side - as a conciliator, or something. But it is known that North Koreans quite sharply opposed Russia's participation in the negotiations. They need direct negotiations with the United States. Apparently, they thanked for their help in developing nuclear missile technologies. But they said that then they themselves will deal with the United States. Somehow it all happened.

That is, quite provocative activity in this region did not lead to the result that was needed - provocation, the creation of tension ... As it was in Ukraine, in Syria and in other regions. Creation of tension, international negotiations, participation in international negotiations, influence on an unstable situation. That is, this is the classic role of special services - to create instability, and then twist all sorts of benefits out of it.

The situation there is complicated. And as I understand it, they will resolve it without the participation of Russia. And the situation will be resolved, because world leaders are interested in this - the United States, China, Japan, South Korea. This situation will somehow be resolved, I think.

Andrey Trukhan: Boris Lvovich, how do you see this situation? What is North Korea a dangerous neighbor for Russia? And can Russia somehow influence the DPRK foreign policy?

Boris Reznik: I do not share the convictions of Mr. Borovoy that we allegedly helped them make a nuclear bomb. This is all, in my opinion, idle fiction. You will recall the reaction of Russia when Kim Jong-un launched another rocket, and it almost crashed into the Primorsky Territory. That is, today we share the nuclear threat among the first along with Japan and China.

Of course, we would like to resolve this problem, because it does not bring anything good not only to us, but to the whole world. And probably, we have never been so close to a rather extensive war due to the fact that the Americans will not tolerate this threat to exist, not only to the island of Guam, but also to the United States. I think that radical measures will be taken. Although I really would not want people to die. I would like the leaders of Korea to have enough common sense.

By the way, I was there at the time. The way of life there makes a heavy impression, the life of local residents, which is not conjugated with the 21st century, is continuous fanaticism. Therefore, I think that for us this is also not a gift of fate - what is happening.

Andrey Trukhan: But, as I understand it, Russia has no leverage. We can call for North Korea not to test, not to use weapons, we can warn Western countries from active intervention, but we ourselves cannot influence.

Boris Reznik: This is the case when, probably, no one in the world has these levers. And what could be? There will be a vulgar trade: "Give us something, give us this, otherwise we will be banged. Remove sanctions from us." That is, they will extort some privileges for themselves by threatening with nuclear weapons. And it can stretch for a long time. I think this option is quite real.

Andrey Trukhan: Vladimir Putin returned to Russia from China. If you look at the relations between Russia and China over the past hundred years, how have these relations changed? China and tsarist Russia are one correlation of forces. The Soviet Union and socialist China are another relationship. China and Russia in the 90s, China and Russia now. When were Russia and China equal? And is Russia now dependent on China in its foreign policy or not?

Boris Reznik: Unfortunately, we are economically very behind China. But we are doomed to build relationships: the Chinese are with us, and we are with the Chinese. In principle, if we develop, deepen and expand our common ground, this could form a serious alliance. Russia and China are two great countries that can confront someone, clearly articulate their position, and so on. Although the Chinese always have their own benefits in mind. Well, that is probably the way it should be. But the way Putin’s relations with the Chinese leadership evolved in different positions is encouraging today. The Chinese support the Russian line in many matters, Russia supports China. I think that if relations continue to develop in this way, nothing will spoil them, then this is a good, fairly reliable and strong partner.

Andrey Trukhan: There is a popular point of view that Russia has become the junior partner of China, and cannot build an independent line in these bilateral relations. Konstantin Natanovich, can something ruin this relationship?

Konstantin Borovoy: We said this even at the moment when there was a process of reorienting Russia from the West to China. A new level of cooperation was expected. All experts said that this would end with a junior partnership, huge losses. China is quite pragmatic, cooperation with the United States is much more important for it, for it it is the main market. And for many reasons, Russia is not a serious market for China. China will not develop the Russian economy in spite of the United States or Europe.

The stake placed on Eastern cooperation is simply erroneous, it ends with the transfer of significant territories, well, essentially, to China for temporary use. But we know how it was with temporary use in connection with China. Everything changes gradually ... By the way, this is very exciting for the residents of the Far East. They see all this, understand and feel: Russia does not need them, Russia needs China. This bet is certainly erroneous. Instead of granting freedoms, rights to citizens, giving them initiative, opportunities to develop ...

Recently, I saw a story about the Old Believers who believed in the "hectare" program, sent a representative, he began to learn. And little comes out. The Old Believers have large communities that could return to Russia. And not only because of Mizulina, but also because it is an effective program. But they are unlikely to appear. Not to mention other programs that are actively developing in Russia today. Let's say Jehovah’s are already recognized as an extremist, terrorist organization. Already some talk about the Baptists is underway. And even about Catholics. To assume in this situation that they will be left alone, they will be given what they, in fact, need - development independent of the state: "Depart from us! We will do everything ourselves" - there are no such examples in Russia yet.

Although this is the liberal model - to provide people with the opportunity to create, develop, do their own business, do their own thing. And the state should move away. The current Russian state is arranged in such a way that it does not give citizens freedom of creativity, freedom to be independent producers. And then they are surprised: "Something does not work out. There is no money in the budget." And where will they come from, if those who donate money to the budget are the citizens of Russia, they are not given freedom to work, creativity.

Andrey Trukhan: In the Far East there is another acute problem - the Kuril Islands, relations between Russia and Japan. Periodically information outbreaks occur. Some solution is being found, but we will not find out about it, because it will not be made public. Boris Lvovich, can the problem with the Kuril Islands between Russia and Japan be solved?

Boris Reznik: As for the dominance of the Chinese. Here I would like to object to Konstantin Natanovich. Since I am a resident of the Far East, I can therefore authoritatively tell you that no dominance of the Chinese in the Far East is and is not expected. According to the legislation, they cannot take the notorious "hectare". The only thing they can do today is for a very short time - for the agricultural period - to rent some land, cultivate it and get a crop. These are some temporary things. And if we talk about the quantity, then two years ago there were only 12-14 thousand Chinese people in the Khabarovsk Territory who came and went, like Rembrandt, according to the inventory of the Khabarovsk Territory. They had documents with chips. Our migration services knew where this or that Chinese man was, when he arrived, when he departed, and so on. And these conversations remind me of a wonderful writer, my friend Valentin Rasputin. Once he spoke on Radio Russia and said: "We have a dominance of 7 million Chinese." I say: "Valentine, we only have less than 6 million inhabitants. Where did you get these numbers?" - "So I'm walking down the street - the Chinese are meeting all the time." So there is no truth in this statement.

As for the Kuril Islands. This is a complex issue with a long history. In my opinion, it is extremely difficult to resolve. From time to time we make some progress in the negotiations, but he is like this: "Let's learn together." - "Well, let's learn together." And when we start talking objectively, how do we develop these islands together, we are faced with very simple problems. For example, they have such tax legislation, we have something else, they need to be docked, brought into line. And it's not just about taxes. And this idea disappears again.

Until we sign a peace treaty with Japan, I think the prospects for deep, comprehensive cooperation are ephemeral. In the Duma, I was engaged in the Japanese field, we met a lot with the Japanese and with our experts on this issue. Maybe they will decide in the 56th year that we are returning the two islands - Khabomai and Shikotan, and we still have two islands. But there must be political will, and only it, probably, can solve this problem. In my opinion, she does not have any diplomatic solution.

Andrey Trukhan: Konstantin Natanovich, how do you see the solution to the problem of the Kuril Islands? After all, many documents were developed by various political forces.

Konstantin Borovoy: This is a very difficult problem. Return the stolen is very difficult. Returning Crimea is an almost insoluble problem. Return, and all. What are these two islands? This is not our territory, this is the territory belonging to Japan. You can conduct endless negotiations, but the Japanese will not invest, they have talked about this many times. Even under Andrei Kozyrev, the idea was expressed to create a free economic zone there, joint use. Well, they won’t do it. This is offensive to the honor of normal people when they steal something from them, and then offer sharing. Such proposals are also being distributed with Crimea: "Let us now share." But Ukraine will never go to this fiction. And the Japanese will not go either.

The stolen must be returned. Everything is very simple. So simple that if you do not follow this rule, complex political and economic problems arise. Indeed, an agreement has not been signed, investment is limited by law. And if today we are faced with sanctions, then on the part of Japan, similar restrictions have been in effect for a long time. Because no one wants to return the property of others.

Andrey Trukhan: But if everything is started like this, as they say, either return or not ... Still, the Japanese are proposing some intermediate steps. So they see some perspective?

Konstantin Borovoy: Let's in the Crimea - this is the same model. Some interim steps to share the stolen property. Do you believe that yourself? It cannot be. This is offensive to a person and to a state from which something was stolen. How can you share someone else’s territory? It must be returned. And stop the state of war in which we are with Japan, because we still have not signed a peace treaty. And there will be no investment, and there will be no economic cooperation until we follow international rules.

In conversation with German Chancellor Angela Merkel, but also throughout the territory where the OSCE monitoring mission operates. Moscow is supposedly ready to amend the proposed UN Security Council resolution. These words were perceived as a significant concession by the Kremlin. Russian opposition activist Konstantin Borovoi told the Apostrophe how to understand the new statement by the president of the Russian Federation and why this is a way to gain a foothold in the occupied territories, rather than free them.

In the first statement, Putin said that all measures to introduce a peacekeeping mission require coordination with the LPR-DPR bandits. It is an idea to stretch them into the political process and actually freeze the situation, leaving it difficult for Ukraine. It seems to me, now this is the same trick, only expressed in a modified form. The main thing is Ukraine’s control of the territory and border. And with the help of this plan, this natural requirement is blocked. Ukraine, apparently, under this plan will not be allowed to control its own border. I do not think that Ukraine is interested in maintaining the territory of instability.

UN observers are, among other things, Russian observers. A similar situation was in the Chechen Republic during the first war, when Russia used observers to collect intelligence about the location of the forces. Then, however, the mission was not the UN, but the OSCE. But this is the same idea - to freeze the situation, turn it into what is happening in Abkhazia, South Ossetia, Transnistria. This is not a way to solve the problem of occupation, but a way to consolidate its results.

Ending hostilities is a good, right goal. But peacekeepers are a temporary measure. I think the number of these units will not allow the Russian armed forces to be controlled in this territory, to limit their movement and aggression. I really hope that it will not be the same result as in Transnistria, but practice shows that this is exactly what happens.

The hostilities are unlikely to stop, although their cessation will certainly be a positive result. But the political aspect of this problem does not allow to begin to solve it, namely, it freezes the situation. Putin's goal is to create an area of \u200b\u200binstability in Ukraine. Now there are a huge number of weapons and mercenaries, and no disarmament is supposed. I think that absolutely impossible conditions will be created for the UN mission. It cannot be assumed that Putin has changed the concept, and he needs a resolution to the conflict. Although, perhaps this is still a step forward.
